The Authority for Projects, Tenders and Local Content (PTLC) (formerly the Tender Board) is the guardian of Omani government spending. Its mission is to ensure that national projects benefit the local economy through its "Imdad" program, which mandates high levels of In-Country Value (ICV).

  • Procurement Oversight: Manages large-scale government tenders via the "Isnad" digital platform.

  • Local Economy Empowerment: Ensures that government project spending directly supports Omani SMEs and workforce development.
